Verizon eSIM Activation Incomplete: What to Check

Separate a pending number transfer, wrong device assignment, missing eSIM, carrier lock, and an iPhone setup step before contacting Verizon.

Quick answer

Connect the iPhone to working Wi-Fi, power off the old phone without erasing it, and confirm in My Verizon that the correct line is assigned to the new phone. Then check Settings > Cellular for the Verizon plan or a Finish Setting Up notice. If the line is missing, verify the new phone's IMEI and EID with Verizon rather than deleting eSIM profiles or repeatedly scanning a QR code.

An incomplete Verizon eSIM activation is not one single error. The Verizon account may still point to the old phone, the eSIM may not have downloaded, a number transfer may be pending, or the iPhone may be locked to another carrier. Identify which handoff stopped before deleting anything.

Keep the old phone and its account information. Powering the old phone off can help Verizon activate the replacement, but do not erase, trade in, or remove its cellular plan until the new phone passes call, text, and data tests.

Identify the activation you are doing

Use the Verizon path that matches the account change:

  • Upgrade or replacement on an existing Verizon line: the existing phone number must be moved to the new device’s eSIM.
  • New line on an existing Verizon account: the line must first be added and assigned to the new phone.
  • New Verizon customer keeping a number: both the Verizon line and the number transfer from the old carrier must complete.
  • Bring your own iPhone: Verizon must accept the device, and the phone must be unlocked from any other carrier.
  • Prepaid or business line: do not use instructions written for a standard monthly consumer account; Verizon provides separate activation paths.

A data transfer with Quick Start does not tell Verizon which device should serve the wireless line. Complete the account-side activation separately.

Check the new iPhone before retrying

On the new iPhone:

  1. Connect to a Wi-Fi network that can open a webpage.
  2. Open Settings > General > About.
  3. Note the IMEI or IMEI2 and EID for the eSIM.
  4. Check Carrier Lock if the phone came from another carrier.
  5. Open Settings > Cellular and look for a Verizon line.

Apple says No SIM restrictions next to Carrier Lock means the iPhone is unlocked. Only the carrier that locked the phone can unlock it. Verizon says a bring-your-own device must be unlocked before eSIM activation and warns that its systems may need up to 24 hours after another carrier completes an unlock.

Share the IMEI and EID only inside Verizon’s authenticated app, website, store, or official support channel.

Confirm the line is assigned in My Verizon

Sign in to My Verizon over Wi-Fi and confirm that:

  • the intended phone number is active
  • the account is in good standing
  • the new iPhone is the device assigned to that line
  • the device identifiers match the new phone
  • an activation or device-switch order is not waiting for another step

For a standard monthly account, Verizon directs existing customers changing devices to its device-switch or eSIM flow. A newly added line follows the Add a Line path. Prepaid and business accounts use their separate support flows.

If My Verizon still shows the old device, or displays the wrong IMEI, do not try to solve that mismatch by deleting the new phone’s eSIM. Correct the device assignment first.

Finish the eSIM on the iPhone

If Verizon already assigned the line, return to Settings > Cellular.

When the Verizon plan appears:

  1. Tap it and make sure Turn On This Line is enabled.
  2. Open any Finish Setting Up Your Carrier’s Cellular Plan notice.
  3. Follow the Verizon and iPhone prompts.
  4. Wait for the status bar to change from SOS or No Service to Verizon.

When no Verizon plan appears:

  1. Tap Set Up Cellular or Add eSIM.
  2. Look for a carrier plan ready to install.
  3. Use the Verizon activation method tied to the account.
  4. If the plan still does not appear, ask Verizon to verify or reissue the eSIM for the new phone’s EID.

Verizon’s current iPhone instructions say an iPhone 12 or newer does not need a QR code for its normal Verizon eSIM activation path. Do not make an old or unrelated QR code the first fix for those phones. The account and eSIM assignment must be correct.

Use Wi-Fi and the old phone correctly

Verizon requires Wi-Fi for iPhone 13 eSIM activation and recommends it for newer iPhones. Apple also generally requires a new iPhone to connect to Wi-Fi or a hotspot while setting up eSIM.

For a Verizon upgrade:

  1. Keep the new iPhone on working Wi-Fi.
  2. Power off the old Verizon phone when the activation flow instructs you to.
  3. Leave the old phone intact until testing is complete.
  4. Do not keep moving a physical SIM between 5G devices as a substitute for the Verizon device-change process.

Verizon warns that transferring an older SIM into a 5G iPhone may prevent correct 5G provisioning. Use the SIM or eSIM assigned through the current activation flow.

Check a number transfer separately

If you moved a number from AT&T, T-Mobile, or another provider, eSIM activation and number transfer are separate states. Check Verizon’s bring-your-number request status.

A request may wait for:

  • the old carrier account number
  • a number-transfer PIN
  • the exact billing ZIP code
  • removal of a port-out protection feature
  • confirmation that the old line is still active

Do not cancel the old carrier account before Verizon confirms that the transfer is complete. If the iPhone shows a temporary Verizon number, calls still reach the old phone, or the port page requests corrected information, resolve the port before resetting the iPhone.

For a broader decision tree, use the new iPhone SOS after transfer guide.

Refresh the connection after activation

Once My Verizon shows the correct device and the Verizon plan appears in Cellular settings:

  1. Turn Airplane Mode on for at least 15 seconds.
  2. Turn it off and wait for Verizon to appear.
  3. Restart the iPhone if SOS remains.
  4. Connect to Wi-Fi and open Settings > General > About.
  5. Install a carrier settings update if offered.

Do not factory-reset the iPhone. Verizon’s current device instructions specifically say not to restore the device until troubleshooting is complete, and a reset cannot correct a wrong EID or pending number port.

Test more than the signal bars

After Verizon appears in the status bar:

  1. Turn Wi-Fi off.
  2. Make an outgoing call.
  3. Receive a call at the Verizon number.
  4. Send and receive a normal SMS.
  5. Open a webpage over cellular data.
  6. Turn Wi-Fi back on.

If calls work but data does not, use the cellular data after a carrier switch guide. If the line works but voicemail does not, use the post-switch voicemail guide.

What to have ready for Verizon

If activation remains incomplete, contact Verizon from another working phone or through an authenticated support session. Have:

  • the Verizon mobile number or order number
  • whether this is an upgrade, new line, number transfer, BYOD, prepaid, or business account
  • the new iPhone model
  • IMEI or IMEI2 and EID
  • the exact activation message
  • whether a Verizon line appears under Settings > Cellular
  • whether the old phone still has service
  • the bring-your-number status, if applicable

Ask Verizon to confirm:

  1. Is the line active on the correct account?
  2. Is the new iPhone’s IMEI and EID assigned to it?
  3. Has the eSIM profile been generated and downloaded?
  4. Is a device lock, fraud protection, account block, or incompatible plan stopping activation?
  5. If a number is being transferred, is that request complete?

This language helps support separate an eSIM download failure from an account or porting failure.

Frequently asked questions

Does a Verizon iPhone need a QR code for eSIM?

Verizon’s current instructions say iPhone 12 and newer models do not need a QR code for the normal activation path. Start with the Verizon account and the carrier plan offered in iPhone settings.

Should I delete the incomplete Verizon eSIM?

Not before Verizon confirms which profile belongs to the active line and how a replacement will be delivered. Deleting it can turn a provisioning problem into a missing-profile problem.

Why does the old iPhone still work?

The Verizon device change or the number transfer may not have completed. Treat that as a clue and check My Verizon or the bring-your-number status rather than erasing the old phone.

Why is the iPhone unlocked but still not activating?

Unlocking removes the old carrier restriction; it does not assign the Verizon line or download a Verizon eSIM. Verizon must still accept the device and provision the line.

Will a factory reset complete Verizon activation?

No. It cannot fix a pending port, wrong IMEI or EID, account block, or missing eSIM assignment. Complete the carrier-side checks first.
